O conceito de polícia: da segurança da população à técnica de Estado

| dc.description.abstract | Este trabalho buscou confrontar os conceitos capazes de apontar o que é a polícia. Descrever o que torna a polícia possível, quais suas práticas e a que finalidade tais práticas correspondem. A pesquisa é exploratória e de caráter bibliográfico. Delimita que um conceito de polícia é problemático. Não somente por conta da dimensão crítica, empenhada em ponderar o papel desempenhado por ela na sociedade, mas por ser possível identificar contradições com o discurso oficial que delimita suas atribuições. Almejamos, num corpo de ideias distintas, os muitos aspectos dessa instituição, as formas de aparição históricas, os poderes, aplicações e limites de suas forças. Os autores considerados podem ser agrupados por eixos distintos de abordagem, um grupo focado no ordenamento jurídico que legitima o Estado e a polícia, outro, em apontar para a evolução de uma técnica própria dos Estados. Destaca-se a identificação da polícia com uma ambiguidade. Ambos, Estado e Polícia, fontes de que provém e garantem existência mútua, se impõem como Lei, sustentando a própria legitimidade. A polícia fica marcada por aspectos transitórios, encontra-se entre uma tecnologia do poder público, permitindo ao governo lidar da melhor maneira com a população, mantendo a ordem e soberania, e ser a manifestação concreta daquilo que emana das constantes representações humanas do medo uns dos outros, e do desejo de se proteger de ameaças, imanentes a qualquer sociedade política, na forma da distribuição possível da segurança. | |
| dc.description.abstract2 | This study sought to confront concepts capable of indicating what the police are. It aims to describe what makes the police possible, their practices, and the purposes to which such practices correspond. The research is exploratory and bibliographic in nature. It argues that any single concept of the police is problematic—not only because of the critical dimension involved in weighing the role they play in society, but also because it is possible to identify contradictions between their practices and the official discourse that defines their attributions.The study seeks, through a body of distinct ideas, to examine the many aspects of this institution: its historical forms of appearance, its powers, applications, and the limits of its force. The authors considered can be grouped according to different analytical axes: one group focuses on the legal order that legitimizes the State and the police, while another points to the development of a technique specific to States.The analysis highlights the identification of the police with an inherent ambiguity. Both the State and the police—sources from which each derives and guarantees the other’s existence—impose themselves as Law, thereby sustaining their own legitimacy. The police are thus marked by transitory aspects, positioned between a technology of public power that enables governments to manage the population in the most effective way, maintaining order and sovereignty, and the concrete manifestation of what emanates from persistent human representations of fear of one another and the desire for protection against threats inherent in any political society, expressed through the possible distribution of security. | |
