dc.description.abstractAs bases potenciais para o exercício da participação popular em saúde são ampliadas pelo acesso à informação. Sob essa perspectiva, desenvolvemos este trabalho com o objetivo de analisar o conhecimento do usuário sobre o Sistema Único de Saúde (SUS). Para tanto, verificamos a percepção dos sujeitos da pesquisa sobre o sistema público de saúde, as ações e serviços de saúde pelos usuários identificados, a noção sobre Conselho de Saúde e os meios de informação utilizados para conhecer o SUS. Foi realizado um estudo descritivo de abordagem qualitativa com nove usuários, escolhidos aleatoriamente, que buscavam assistência à saúde numa Unidade de Saúde da Família da cidade de Salvador - Bahia. A coleta de dados foi desenvolvida a partir de uma entrevista semi-estruturada que contemplava os objetivos delineados neste estudo. Os depoimentos foram gravados, transcritos fidedignamente e, posteriormente, analisados de acordo com a semelhança das respostas, depreendendo-se as seguintes categorias empíricas: Perfil dos Sujeitos da Pesquisa, Conhecimento sobre o SUS, Controle Social, Informação sobre o SUS e Impressão sobre os Serviços Públicos de Saúde. Os resultados revelaram que há um significativo desconhecimento do que é de fato o SUS, tanto no que concerne a sua concepção, estrutura, organização e funcionamento, quanto a seus limites e avanços. Ainda paira sobre os usuários a imagem-objeto de serviços precários destinados a população carente. Constatamos também que os Conselhos de Saúde permanecem espaços institucionais de participação invisíveis para a população e, por conseguinte, não se verifica um efetivo controle social nas políticas de saúde. Ademais, percebemos que a mídia em geral conduz o debate sobre as questões que envolvem o SUS com uma carga de negatividade, limitando a transferência de informação às dificuldades de acesso à assistência médico-curativista, ao invés de mostrar a magnitude do sistema de saúde vigente. Assim, os achados nos levaram a refletir sobre o desafio da democratização do conhecimento nesse setor e, respectivamente, sobre a demanda em caráter emergencial de políticas e ações de informação e comunicação que tornem o SUS público à população.
dc.description.abstract2The potential bases for the exercise of popular participation in health are enhanced through access to information. From this perspective, we developed this work in order to analyze the knowledge of the User on the Unified Health System (SUS). To this end, we verify the perception of the research subjects on the public health system, the actions and health services identified by users, the notion of the Health Council and the media used to meet the SUS. We conducted a descriptive study of qualitative approach with nine users, randomly chosen, who sought health care in a Health Unit of the Family of Salvador - Bahia. Data collection was developed from a semi-structured interview which included the goals outlined in this study. Their statements were recorded, faithfully transcribed and then analyzed according to the similarity of the responses, deduced the following empirical categories: Profile of the Subjects of Research, Knowledge about SUS, Social Control, Information and Printing SUS on Public Services Health The results revealed that there is a significant lack of knowledge that is indeed the SUS, both as regards their design, structure, organization and operation, as to their limits and progress. Still hanging on users to image-object services precarious for the poor. We also note that the Boards of Health remain institutional spaces for participation invisible to the population and, therefore, there is an effective social control in health policies. Moreover, we realize that the media in general leads the debate on the issues surrounding the SUS with a load of negativity, limiting the transfer of information to the difficulties of access to curative medical care, instead of showing the magnitude of the current health system. Therefore, the findings led us to reflect on the challenge of democratization of knowledge in this sector and, respectively, on demand as an emergency policies and actions of information and communication to make the public SUS population.
