dc.description.abstractO presente trabalho teve por objetivo analisar a atuação do Conselho Municipal de Educação de Teixeira de Freitas BA e sua relação com o desenvolvimento do Território de Identidade Extremo Sul da Bahia. Para tanto, buscou discutir as inter-relações dos campos desenvolvimento territorial e educação, no complexo contexto político brasileiro contemporâneo tendo em vista os determinantes estruturais do sistema capitalista em crise. Como desdobramento do objetivo geral, os objetivos específicos foram: Compreender a importância estratégica da educação para o desenvolvimento do Território de Identidade Extremo Sul da Bahia; Identificar a percepção dos Conselheiros Municipais de Educação e da comunidade acerca da atuação do Conselho e da relação entre Educação e o Desenvolvimento do Território e verificar como a Educação é contemplada no Plano de Desenvolvimento Territorial Sustentável e Solidário do Extremo Sul da Bahia. Para alcance desses objetivos, foi elaborado um esquema analítico visando interligar o processo participativo no espaço do Conselho Municipal de Educação à política de desenvolvimento territorial e à educação no Plano Territorial de Desenvolvimento Solidário e Sustentável do Extremo Sul. O percurso metodológico foi baseado no enfoque qualitativo, tendo o estudo de caso como uma metodologia de investigação. Em consonância com os requisitos da pesquisa qualitativa, utilizou de pesquisa bibliográfica, da pesquisa documental e da pesquisa de campo para a investigação, partindo do eixo da análise de conteúdo. Na dimensão macro, o enfoque é dado às inter-relações educação e desenvolvimento e ao território enquanto lócus da construção e reconstrução dos grupos sociais. Os conceitos de educação, participação social e desenvolvimento são explorados a partir de vários autores como Freire (1967, 1979, 1992, 1996). Frigotto (2010, 2018), Cury (2000, 2010), Demo (1999, 2002), Dagnino (2004), Tatagiba (2002), Pateman (1992), Gohn (2003, 2007, 2012), Mutim (2007), Mészáros (2007, 2008), Santos (2013), Saviani (2008, 2010), Dowbor (2007), Dalabrida (2007), Sachs (2008, 2009), Souza (2013, 2015, 2017), Bordignon (2004, 2009), dentre outros. Tais conceitos e referências foram utilizados como ponto de partida para o desenvolvimento da investigação por meio de um processo de teorização e diálogo com os referidos autores. Na dimensão micro, foi analisada a atuação do Conselho Municipal de Teixeira de Freitas como espaço de participação democrático que agrega vários segmentos que compõem o território e corroboram ou não para o seu desenvolvimento. A partir da análise da atuação do Conselho Municipal de Educação e Cultura de Teixeira de Freitas e do Plano de Desenvolvimento Solidário e Sustentável do Extremo Sul da Bahia, verifica-se um caminho a percorrer para viabilizar a política de desenvolvimento territorial, através da contribuição da educação, junto a outras políticas sociais, visando a redução das desigualdades e melhoria da qualidade de vida da população. As conclusões sugerem que o Conselho Municipal de Educação, ao cumprir as funções de caráter consultivo, deliberativo, de mobilização e controle social, pode refletir no desenvolvimento do Território uma vez que o desenvolvimento é pensado não apenas a partir da faceta econômica, mas engloba a qualidade de vida das populações, no que diz respeito à dignidade humana, justiça, participação e inclusão social, sustentabilidade, solidariedade, diversidade e igualdadept_BR
dc.description.abstract2The objective of this study was to analyze the performance of the Municipal Council of Education of Teixeira de Freitas BA and its relation with the development of the Territory of Identity of Extreme South of Bahia. In order to do so, it discussed the interrelationships of the territorial development and education fields in the complex contemporary Brazilian political context in view of the structural determinants of the capitalist system in crisis. As a result of the general objective, the specific objectives were to: Understand the strategic importance of education for the development of the Territory of Identity of Extreme South of Bahia; Identify the perception of the Municipal Education Counselors and the community about the Council's performance and the relationship between Education and the Territory Development and verify how the Education is contemplated in the Sustainable and Solidary Territorial Development of the Extreme South of Bahia Plan. In order to reach these objectives, an analytical framework was developed to link the participative process in the area of the Municipal Council of Education, territorial development policy and education in the Sustainable and Solidary Territorial Development of the Extreme South of Bahia Plan. The methodological course was based on the qualitative approach, with the case study being a research methodology. In accordance with the requirements of the qualitative research, it used bibliographical research, documentary research and field research starting from the content analysis axis. In the macro dimension, the focus is given to the interrelations between education and development and the territory as a locus of the construction and reconstruction of social groups. The concepts of education, social participation and development are explored from various authors such as Freire (1967, 1979, 1992, 1996). Frigotto (2010, 2018), Cury (2000, 2010), Demo (1999, 2002), Dagnino (2004), Tatagiba (2002), Pateman (1992), Gohn (2003, 2007, 2012), Mutim (2007), Mészáros (2007, 2008), Santos (2013), Saviani (2008, 2010), Dowbor (2007), Dalabrida (2007), Sachs (2008, 2009), Souza (2013, 2015, 2017), Bordignon (2004, 2009), among others. These concepts and references were used as a starting point for the development of the research through a process of theorization and dialogue with the aforementioned authors. In the micro dimension, it was analyzed the performance of the Municipal Council of Teixeira de Freitas as a space of democratic participation that aggregates several segments that make up the territory and corroborate or not for its development. Based on the analysis of the activities of the Municipal Council of Education and Culture of Teixeira de Freitas and the Sustainable and Solidary Territorial Development of the Extreme South of Bahia Plan, there is a way to make feasible the territorial development policy through the contribution of education, along with other social policies, aimed at reducing inequalities and improving the quality of life of the population. The conclusions suggest that the Municipal Council of Education, when fulfilling the functions of consultative, deliberative, mobilization and social control, may reflect in the development of the Territory since the development is thought not only from the economic facet, but encompasses the quality of life of the populations, with respect to human dignity, justice, participation and social inclusion, sustainability, solidarity, diversity and equality.
